ADEPT launches the Monitoring Report (no. 1) on the progress of the decentralization reform
The progress of the reform is monitored by means of sentinel indicators – a tool for analyzing complex processes that are difficult to study in their entirety and require an indirect approach.

In order to monitor the progress of the decentralization reform, a series of sentinel indicators have been identified that answer the following questions:
- Sentinel question 1: If the resources available to local public authorities are sufficient to fulfill the functions granted.
- Sentinel question 2: Whether the services provided and the activities carried out by local public authorities meet the needs of citizens.
- Sentinel question 3: Whether central public authorities solve the systemic problems of local public authorities.
