The Association for Participatory Democracy ADEPT presented, on 19 October 2026, a draft Roadmap for strengthening the Republic of Moldova’s resilience to foreign information manipulation and interference associated with electoral processes.

The document was discussed during a policy dialogue bringing together representatives of public institutions, civil society and international partners. The meeting aimed to validate the Roadmap’s main directions and identify ways in which they can complement and support existing national mechanisms. The event was held in a closed-door format to allow for a practical and open exchange among participants.

The Roadmap builds on the experience accumulated during recent elections, research and dialogue conducted by ADEPT and International IDEA in 2025–2026, and recent institutional and regulatory developments. It proposes a limited set of priorities for the next 12–24 months, focused on stronger interinstitutional coordination, risk assessment and anticipation, better-connected responses to key FIMI vulnerabilities, and stronger public communication and societal resilience.

An important feature of the document is its positioning in relation to the efforts already undertaken by the state. The Roadmap does not propose a parallel architecture and does not substitute the National Security Council’s Plan or the mandates of competent institutions. It is a civil-society contribution intended to provide practical options that public authorities may assess, adapt and integrate into existing mechanisms.

The discussion confirmed the importance of maintaining cooperation among institutions, as well as between the state and civil society, beyond electoral periods. Participants highlighted the value of early preparedness, regular exercises, more proactive public communication, and continued engagement with digital platforms, the media and civic actors. Feedback received during the meeting will be used to finalise the Roadmap.

ADEPT will continue consultations with relevant institutions and partners with the aim of translating the Roadmap’s recommendations into practical implementation and monitoring options for future electoral cycles.
