Regional Trainings for Territorial Office Representatives on Voluntary Amalgamation and Intercommunity Cooperation

The ADEPT Association organized two regional training sessions for representatives of the State Chancellery’s territorial offices from the South, Center, and North regions—held on December 4 in Chișinău and on December 8 in Bălți. The events focused on strengthening the capacities of officials involved in administrative-territorial reorganization processes, particularly in the areas of voluntary amalgamation and intercommunity development.

The trainings aimed to enhance the level of understanding and practical application of legal mechanisms related to voluntary amalgamation and the establishment of Intercommunity Development Associations (IDAs).

During the events, participants were presented with the main elements of the voluntary amalgamation methodology, the applicable legal framework, stages of the process, procedures for establishing IDAs, and practical tools for organizing public consultations at the local level. The sessions were facilitated by specialists from the State Chancellery, who explained the normative provisions and the role of territorial offices in implementing the reform; by experts from UNDP Moldova, who provided information about activities for developing local visions for amalgamating Local Public Authorities and best practices in local public services and intercommunity cooperation; as well as by ADEPT trainers, who presented methodological tools and available resources for authorities, including the portal www.amalgamare.gov.md. Participants were also introduced to the Voluntary Amalgamation Map, a tool developed with ADEPT’s support, offering easy access to updated information on administrative-territorial reorganization processes.

Through these regional trainings, ADEPT—in partnership with the State Chancellery and with contributions from UNDP Moldova—facilitated strengthened dialogue between central institutions and territorial structures, promoting coherent implementation of the Public Administration Reform. The activities are part of the project “Strengthening the Capacities of Local Public Authorities and Supporting Dialogue in the Public Administration Reform Process”, implemented by the ADEPT Association with the financial support of the Embassy of the Kingdom of the Netherlands in the Republic of Moldova.
