The Association for Participatory Democracy (ADEPT), in partnership with UNESCO, the Ministry of Internal Affairs and the General Police Inspectorate, organised a training course for communications specialists from law enforcement agencies on 5–6 October 2026 in Chișinău. The event focused on freedom of expression, relations with the media and communication in crisis situations.
In an information environment where disinformation and unverified information spread rapidly, prompt, transparent and credible communication by the authorities is essential for keeping citizens properly informed and maintaining public trust in democratic institutions. In this context, the training provided participants with the opportunity to explore ways of communicating coherently and responsibly in crisis situations, whilst respecting freedom of expression and the role of the media.
Strengthening communication capacities forms part of a broader effort to improve cooperation between the authorities and the media and to strengthen mechanisms for the protection of journalists. To this end, on 29 April 2026, the Action Plan on the Safety of Journalists for 2026–2027 was approved by a joint order of the Ministry of Culture, the Ministry of the Interior, the Ministry of Justice and the General Prosecutor’s Office.
The document sets out measures to improve communication between journalists and law enforcement authorities, as well as to ensure a prompt response to and the documentation of cases involving attacks on media representatives. The plan is aligned with the Republic of Moldova’s National Programme for Accession to the European Union for the years 2025–2029.
The training session was attended by representatives of the General Police Inspectorate, the Chișinău Municipal Police Directorate, the National Public Security Inspectorate, the General Prosecutor’s Office, the Ministry of Internal Affairs and the General Inspectorate of the Carabinieri.
The event was organised as part of the UNESCO project Protecting Information Integrity and Freedom of Expression in the Republic of Moldova, with the support of the Government of Japan and the UNESCO Multi-Donor Programme for Freedom of Expression and the Safety of Journalists (MDP).
