Reflection and Co-Creation Workshop in Cahul: On the New Phase of Local Public Administration Reform

On 30–31 January 2026, Cahul hosted a reflection and co-creation workshop focused on the new phase of local public administration reform and the process of voluntary amalgamation.

The event was organized by the ADEPT Association and brought together key stakeholders involved in the reform process, including mayors, public consultation experts, and development partners. The workshop aimed to facilitate an open and practical dialogue on how the reform is being organized, the quality of public consultation processes, and the effectiveness of communication mechanisms between local and national levels.

The local public administration reform is entering a new stage of preparation, marked by intensified consultations and more structured dialogue among stakeholders. During the workshop, participants reviewed the broader framework of the reform, reflected on lessons learned from the interaction between local and central authorities, and identified challenges related to communication and public consultation in the voluntary amalgamation of first-level administrative units. Discussions took place in thematic groups and focused on relations between local and central public authorities, inter-municipal cooperation, engagement with citizens, and collaboration with civil society and development partners.

The workshop was organized as part of the project “Strengthening the Capacities of Local Public Authorities and Supporting Dialogue in the Process of Public Administration Reform,” implemented by the Association for Participatory Democracy ADEPT, with financial support from the Embassy of the Kingdom of the Netherlands in the Republic of Moldova.
